Chapter 3 Building a requirements model
The User Allocations page of a requirement property sheet allows you to assign users and groups, defined in the model, to the accomplishment of the current requirement.
Click the Add Objects tool to select the users and groups you want to attach to the requirement:

Note: User allocations are globally managed in user allocation matrix views.
