Changes to Sybase IQ server components on Windows

The following changes affect Sybase IQ 12.7 ESD #3 and higher releases:

• The license block formerly embedded in the product executable is now created in %ASDIR\win32\asiqsrv12.lic.

• The new utility %ASDIR\win32\dbelevate9.exe allows programs to change security levels easily.
