Granting RAPCache Database User Permissions

User accounts that are used to truncate data must be granted certain roles and permissions.

1. Grant the user the mon_role role.
2. Grant the user the js_admin_role role.
3. Grant the user select permissions to the sybmgmtdb.dbo.js_callouts and sybmgmtdb.dbo.js_jobs tables.
4. Grant the user all permissions to the market and derived data tables.
