If the license manager is not running, you must start it manually:
Starting SySAM manually
Run SYBASE.bat.
Start the license manager using one of the following:
From a command line, go to %SYBASE%\SYSAM-1_0\bin and run lmgr, or
Select Start | Programs | Sybase | Sybase Software Asset Management (SySAM).
If you have not yet completed the license information in SySAM, follow the instructions in “Registering your first license certificate in SySAM”.
