There are two .tst files located in the \Data\RAP_Load folder. Use a text editor on the files load_rap_tables.tst and load_unix_rap_tables.tst to globally change <path> to the full path of the \Data\RAP_Load folder of your installation directory or to the location of the .csv files. The path must reflect the location of .csv files as the server sees them and the files must be accessible to the server.
