Cannot ping connection cache in Oracle clients on Windows XP

[CR #286475] If you run an Oracle OCI 8 client on a Windows XP machine, you might not be able to ping an EAServer connection cache.

Workaround: To avoid this issue, run OCI 9 clients on Windows XP machines.
