New PortalAdmin user cannot get catalog page

[CR #292878] The new PortalAdmin user cannot get the catalog page that has a J2EE PortalAdmin role associated with it.

Workaround: After changing the user’s set of roles, you can manually flush the permission cache by using JagManager. Right-click Roles and select Refresh to flush the permission cache.Alternatively, change the permissionCache timeout value to a very small value to limit the window of inconsistency.In Jaguar.props, change the following property (in seconds):

com.sybase.jaguar.server.authorization.permcachetimeout=7200
