During Database Expert installation, select the option to use a local license file. When you are activating licenses from the Sybase Software Product Download Center (SPDC), select the “Unserved” license format and save the license in the local license directory at %SYBASE%\SYSAM-2_0\licenses.
To change to a local license file after installation is complete, edit the SYBASE.lic file in %SYBASE%\SYSAM-2_0\licenses directory to comment out the lines that point Database Expert to the network license server. Obtain the unserved license required for Database Expert on this machine and save it in the local %SYBASE%\SYSAM-2_0\licenses directory.
