Sybase recommends the following restart procedure:
Disconnect all Monitor Viewer connections and terminate all active Historical Server recording sessions that are using this Adaptive Server/Monitor Server pair.
Stop Monitor Server.
Stop Adaptive Server.
Restart Adaptive Server.
Restart Monitor Server.
Restart clients.
