Use the Portlet Builder to create or edit portlets. To launch the Portlet Builder:
Click New on the Portlet Manager toolbar to display the Portlet Builder; or click the New icon down arrow on the toolbar and select Aggregated Portlet or Secure Portlet, or
Right-click in the Portlet Manager detail view and select New Aggregated Portlet or New Secure Portlet from the pop-up.
